Stacy-Ann Barrow, JP, is an astute International Development Practitioner and dynamic Training & Facilitation Consultant with extensive experience collaborating with International Development Partners, Government Agencies, Non-Profit, and Non-Governmental Organizations.
With over 15 years of dedicated service in social development across the English and Dutch Caribbean, she has contributed to transformative programs spanning Crime Prevention and Rule of Law, Public Safety, CPTED and Infrastructure Development, Sexual and Reproductive Health Rights, Gender Based Violence, Climate Change, Healthy Food Policies & Food Security, and Youth Entrepreneurship. Her impactful contributions was done in major projects such as the Inner-City Basic Services Project, Obra Jamaica Youth Work Project, Community Empowerment and Transformation (COMET II), Resilience in the Americas Project, Strengthening Access, Inclusion and Leadership for SRHR (SAIL-SRHR), COVID 19 Response in the Americas, Women’s Economic and Empowerment Project and Girls Leadership, Empowerment, Advocacy and Parental Participation Project funded by esteemed organizations like the World Bank, USAID, Global
Affairs Canada, European Union and Bloomberg Philanthropies.
Currently, Stacy-Ann serves as the Monitoring and Evaluation Specialist with Dexis Consulting Group, supporting the U.S. Department of State’s International Narcotics and Law (INL) in Jamaica. Her core strengths include Design Monitoring & Evaluation, Training & Facilitation, Gender Mainstreaming, Grants Management, Stakeholder Engagement, Qualitative & Quantitative Research, NGO Management, and Public Speaking.
Beyond her professional endeavors, Stacy-Ann is deeply committed to Jamaica’s national development. She serves as a Justice of the Peace and Lay Magistrate, ensuring grassroot and community access to justice support systems. Additionally, she is the founder of the Girls to Women Development Foundation, a not-for-profit organization that provides services dedicated
to leadership, resilience, and growth for girls, teenage mothers, and women across Jamaica.
Stacy-Ann’s journey is a testament to resilience and determination. As a teenage mother, she faced the challenges of early parenthood, becoming pregnant at the age of 15. Despite these challenges, she persevered and created a successful career while raising two remarkable sons. Her eldest son, Daniel, is a commercial culinary arts professional, while her younger son, Jordan,
is currently pursuing a Bachelor of Science in Actuarial Science at the University of Connecticut.
A graduate of the University of the West Indies, Mona, Stacy-Ann holds a Bachelor of Science in International Relations and Criminology and a Master of Science in Gender and Development
Studies. With a steadfast commitment to advocacy and impact, she is not just a practitioner; she is a Change Maker.
